Melaka Chief Minister Signs Strategic Technology Relationship Pact with Cisco Systems and Paneagle Holdings

Cisco to Provide Broadband Wireless, Security and IP Telephony Solutions for e-Melaka

MELAKA, Malaysia - January 28, 2003 - Melaka Chief Minister Datuk Seri Haji Mohd. Ali bin Mohd Rustam today signed a strategic technology relationship agreement with local consortium Paneagle Holdings and Cisco Systems Malaysia to mark the completion of phase one of the Melaka Statewide Broadband Network. This makes Melaka the first state government in the country to be equipped with the latest wireless-fidelity (Wi-Fi) technology.

The completion of phase one of the Melaka Statewide Broadband Network marks the first milestone of the `2003 Year of ICT (Information and Communications Technology) for the State of Melaka (e-Melaka)` campaign, which was launched by the Melaka state government on January 14. The campaign aims to drive the use of ICT throughout the state government. Paneagle Holdings is building the Melaka Statewide Broadband Network primarily with equipment from Cisco Systems.

According to Tuan Hj Ahmad Zaini bin Japar, group executive chairman of Paneagle Holdings Berhad, phase one links the capital of Melaka, Seri Negeri, with the Melaka K-Ekonomi Incubator and the corporate offices at Taman Tasik Utama. This phase involved the deployment of secure broadband wireless networks using Cisco 802.11b wireless local-area network (WLAN) products and technology.

"In addition to providing the broadband and WLAN technology for e-Melaka, Cisco will be equipping the state government with its network security solutions for the WLAN, including firewalls, VPN components and IP telephony solutions, which will enable the delivery of voice, video and data over an end-to-end Cisco infrastructure," said Ir. Shailen Gajera, chief technical officer of Paneagle Holdings.

Phase two of the Melaka Statewide Broadband Network will involve the expansion of the wireless network to all government-agency buildings throughout the state, from Ayer Keroh to Bandar Melaka and other locations.

"Paneagle chose Cisco as our technology provider because it has a proven track record. We are confident of their strengths, both at a business and a technical level, in providing the infrastructure, technology, solutions and value-added services that deliver best-in-class reliability, performance and scalability," said Tuan Hj Ahmad Zaini. "This is critical if the network is to grow in line with the state government`s vision of becoming a technologically advanced state by 2010."

Turning Malacca Into Cyber City

HISTORICALLY rich Malacca will be the most technologically advanced state in the country when it gets equipped statewide with wireless connectivity. The State Government last week inked a strategic agreement with local consortium Paneagle Holdings Bhd and Cisco Systems (M) Sdn Bhd to mark the completion of phase one of the Malacca Statewide Broadband Network.

Phase one, that started deployment in February last year, links the capital of Malacca, Seri Negeri, Malacca K-Economy Incubator, and the corporate offices in Taman Tasik Utama, using Cisco`s 802.11b wireless local area network (WLAN) products and technologies. It currently offers mobile video conferencing, wireless broadband Internet access, e-mail, virtual private network (VPN), and 76 units of Sony Vaio multimedia notebook PCs with built-in cameras to Government officials. Phase one costs about RM1.2 million.

Under phase two, the wireless network coverage will be extended to other Government-agency buildings (more than 20) throughout the state, central Malacca in June, and Alor Gajah and Jasin areas by year-end.

Paneagle will manage the statewide network via the Network Operation Centre located in the K-Economy Incubator building. Investment figures for phase two were unspecified. Other phases will be announced next year accordingly. When completed, Malacca will enjoy statewide high-speed wireless Internet access, and Malaccans will be charged a nominal fee to enjoy the facility.

In addition to providing broadband and wireless technology, Cisco is equipping the State Government with its network security solutions, including firewalls, VPN components, and Internet protocol (IP) telephony solutions that will enable the delivery of voice, video and data.

According to Malacca Chief Minister Datuk Seri Haji Mohd Ali Mohd Rustam, the State Government is also deploying laser-optic backbone to support the statewide network. Other solutions to be used include document management system, paperless government administration, and government`s data and call centre.

The statewide broad band network, which is being built by Paneagle, is intended to support e-Melaka, launched in Jan 14 this year. E-Melaka (http://e-melaka.melakainfo.com) aims to drive the use of information and communications technology (ICT) throughout the state during the 2003 Year of ICT for Melaka campaign. Applications for e-Melaka include e-Komu niti (e-community), e-Kerajaan (e-government), e-Masjid (e-mosque), e-Kesihatan (e-health), e-Pendidikan (e-education), e-Pelancongan (e-tourism), and e-Sekuriti (e-security).

Paneagle that is involved in the construction and ICT businesses since seven years ago, has done almost two years of research and development before being given approval and mandate to develop the Malacca Statewide Broadband Network.

Melaka Guna Teknologi Wi-Fi

MELAKA mencatat sejarah dalam penggunaan teknologi maklumat dan komunikasi (ICT) di negara ini apabila menjadi kerajaan negeri pertama di Malaysia menggunakan teknologi fideliti tanpa wayar (Wi-Fi) berjalur lebar daripada Cisco Systems Malaysia (Cisco) dalam pentadbirannya.

Penggunaan teknologi ini adalah usaha meningkatkan tahap perkhidmatan dan mutu jentera kerajaan negeri berkenaan.

Sehingga kini bagi fasa pertama, empat bangunan kerajaan negeri sudah dilengkapi dengan prasarana sistem rangkaian jalur lebar itu iaitu kompleks Seri Negeri, kompleks inkubator k-ekonomi, pejabat baru Yang DiPertua Negeri Melaka dan pusat latihan knowledge station di Bandar Tasik Utama, Air Keroh.

Ketua Menteri Melaka, Datuk Seri Mohd Ali Rustam, berkata pelaksanaan teknologi ini untuk merangkumi kawasan Melaka Tengah pada Jun depan dan kawasan Alor Gajah serta Jasin menjelang akhir tahun ini.

Katanya, dengan penyediaan kemudahan teknologi ini, kerajaan negeri berharap 80 peratus kawasan negeri ini termasuk rakyatnya akan mendapat manfaat daripada kemudahan ICT itu menjelang akhir 2003.

"Pelaksanaan teknologi sistem rangkaian jalur lebar ini juga selari dengan matlamat kerajaan negeri dalam usaha mencapai status negeri maju menjelang 2010," katanya pada majlis perjanjian strategi teknologi tiga penjuru di Melaka, Selasa lalu.

Perjanjian itu membabitkan pihak k-ekonomi kerajaan negeri Melaka yang diwakili oleh Pengerusi Jawatankuasa Negeri Perindustrian, Sains dan Teknologi, Datuk Ahmad Hamzah; Paneagle Holdings Berhad (Paneagle) oleh Pengerusi Eksekutif Kumpulannya, Ahmad Zaini Japar dan Cisco oleh Pengarah Urusannya, Johnson Khoo manakala Mohd Ali menjadi saksi pada majlis itu.

Bagi fasa pertama pelaksanaan jaringan teknologi jalur lebar seluruh negeri ini ia membabitkan penggunaan sistem rangkaian jalur lebar berciri keselamatan tinggi menggunakan teknologi dan produk sistem rangkaian setempat tanpa wayar (WLAN) 802.11b Cisco.

Ahmad Zaini berkata, melalui fasa pertama, kemudahan aplikasi yang akan disediakan adalah sistem persidangan video untuk pegawai kanan kerajaan, akses Internet jalur lebar, e-mel dan sistem rangkaian persendirian maya (VPN).

"Pelaksanaan teknologi ini juga menyaksikan Melaka menjadi negeri pertama di antara kerajaan negeri yang menggunakan sistem telefoni IP, teknologi sidang video mudah alih dan penggunaan notebook bagi urusan rasmi," katanya.

Bersama dengan teknologi ini, Cisco juga akan menyediakan kepada kerajaan negeri dengan rumusan keselamatannya untuk WLAN termasuk firewalls, komponen VPN dan rumusan telefoni IP yang membnolehkan penyaluran suara, video dan data melalui prasarana lengkap Cisco.

Bagi fasa kedua pelaksanaan teknologi jalur lebar ini, ia akan membabitkan perkembangan sistem rangkaian tanpa wayar ke seluruh bangunan agensi kerajaan daripada Ayer Keroh ke Bandar Melaka dan lokasi strategi lain.
